I'm also facing these issue but I resolved this matter.

1. Sign In into My Galaxy on Galaxy Note9 with the same mobile number used to activate it.

2. The Galaxy Watch offer banner should be visible.

still not have the banner in your app. then try with your secondary mobile No. and register in My Galaxy App. same issue with me but today I avail my redemption coupon.
