I have updated my phone 2 days ago and since then phone is showing this problem.  The phone only gets charge if its drain full of its battery and after 8-9 hours . Even though no moisture goes into the phone  
. It is kept showing the notification which is making a huge problem for me to use the phone

go to settings-apps then go for show system apps-usb settings
clear data and cache
hope it will solve your problem

thanks for the concern but i have tried this and i am pretty sure this issue is with update and i am thinking of somehow downgrade the software

oh so you've already tried this out
try once in recovery mode
try clearing cache data and restart your device
first power off your device after it shuts down
after 10-15 seconds later press power+ volume up+ bixby key
the Samsung logo will apperas first then it will take you to recovery mode

You need to reset the moisture algorithims .

turn of the phone first . now hold the charger ready to insert , than while pressing power key volume down insert the charger ( all at once ) do not release the vol down and power key combination.

you phone will vibrate and show the logo than it will be blank screen and than leave the charging on .. do not switch on the device for atleast half an hour

now unplug the charger and turn on the phone ..

now you can charger the phone as usual.

remember the steps

1. turn off the phone

2. press volume down and power key and at same time insert charger cable into charging port of phone

3. your phone will show charging and go blank than again it will show charging icon ( but actually not )

than release the key combination but do not turn on the phone for atleast half an hour
4. now release the charger and turn on the phone .

5. now comnect the charger while phone is switched on


this is to be used if even after drying the port wont resolve the issue

on internet many says to use dryer etc but safe procedure is to use a high speed regular fan . keep your charging port towards a high speed fan in an open environment . if after this still moisture detected than do the reset method
