If I restart my note 9 few seconds after showing 

'BOOT RECEIVER' 

what is that ?

Is this happening everytime you reboot the phone?

i do that but still have

I just felt it's just an onscreen notification made visible by another app that needs such confirmation after the completion of the boot process, which should not be an issue unless you noticed a problem with performance.

Go through your apps and permissions. Check recently installed apps.
