Will Note-9 owners lucky enough to get UI 3.x / OS11.x upgrade? What I read in media is not hopeful.

Nope, One UI 2.5 was final major update for N9 and S9 series sadly.

sad...!! Samsung, there is big community around still using and loving Note-9. Please make Note-9 an exception.

When Samsung makes Note 9 an exception, S9 and S9+ users will say that injustice is being done, then when S9 will be added as an exception, Note 8 users will rage out and so on. Samsung already has started providing 3 Android updates to flagships starting from the S10 series and to select A series devices.
