They already did for all Note 20 & S20 series phones + few higher end A series.

samsung have already revised their software update policy from 2 years to 3 years for high ends devices to mid range devices. it started from S10 series to upcoming high end and mid range devices are eligible for 3 major software updates. and these devices s10 lite , note 10 lite and upcoming s20 FE they also made to the list. if you found my answer . by clicking on 3 dots accept as solution.

Note 9 is a much older device. But don't be upset. May be they'll consider many other phones in that list in near future.
