In general, it depends on the network operator.
Check Chat Features:
Open the Messages app - Three dots at the top or more - Settings - Chat features - Check the status of chat features.
All users participating in the conversation must activate the chat features and check the data connection.
Make sure that both parties (your device and the other party's device) are using the latest version of the application.
Make sure that the application is the default application for sending messages (during settings - applications - three dots at the top of the page - default applications - or Default apps and choose message applications or SMS apps and choose the application.
