PopUp message is not disappearing

Hi, I am new here, please check the attached screenshot. This message won't go away even after I close the app. Not just this app, all popup message stay on the screen for a while.

Hi there, open SETTINGS > ACCESSIBILITY > ADVANCED > TIME TO TAKE ACTION > SET IT TO "DEFAULT"
