Ok google detection even when screen is off

There is not feature for bixby or ok google detection when the PHONE IS LOCKED. IT SAYS YOU CAN ACTIVATE ONLY WHEN THE SCREEN IS ON!   

WHY THIS SHIT? SUCH AN EXPENSIVE PHONE AND I'M NOT GETTING THE MOST ESSENTIAL AND PRIMARY FEATURE ON MY PHONE. THIS IS UNACCEPTABLE.

You can access bixby even the phone is off. You have to enable the settings. See the screenshot

U r inside voice wakeup setting. It's there in the main bixby setting page
