Hi, I faced the same issue with my note 9. This mainly happens if you reset a UAE device with Indian SIM card inserted.
If you still have a UAE sim card with you, insert it and reset your phone again. Once reset is complete while rebooting phone will show a popup whether to use SIM(Etisalat/Du )as default. Press yes.. Phone will reset automatically again. Once it boots up you will get updates.
There are no issues with installing Indian software version on UAE device. I have done it and everything works perfect.
Changing CSC is not a solution. If you change the CSC and if it doesn't match with the PDA version, you won't get any updates. I have faced this issue on my note 9 and had to try lot of PDA and CSC combinations to get that working.
