Note 20: No October update or One UI 5 Beta upgrade yet

Becoz beta for note 20 is live in usa and europe .soon it will be opened for india too

Yep, looks like it. But it's quite weird they've not opened it up yet to us in India. It's already opened up for the Flip and Fold 4s.
