Hi, link to windows will work with a windows 10 PC. To pair, press the windows key and type your phone and open the app. Also, pull down the notification panel and turn on link to windows toggle, you can also search for link to windows in settings. Then simply follow the onscreen instructions.

For installing dex, simply search Samsung dex for PC in Google, it will take you to a Samsung website from which you can download the app.
