I am using haircut not 10 plus, the problem is my phone app is too laggy to response. It takes 5 to 6 second to make a call after i press the call button.

Hi, try clearing cache and data of phone app. (Press and hold phone app > more info (i) > storage > Clear Cache >Clear Data.) Please note, this may clear all you call histories and phone app settings.
After that clear ram memory.(Settings > Battery and Device care > Memory > Clean now.) Thank you.

Please bring your device to a Samsung Service Center to have it checked out my a technician and help resolve the issue. 

Find the nearest service center near you online, or on Samsung.com, or by calling the call center or passing by one of the Samsung brand stores.

Okay, please perform these steps in sequence.
》Check device software is up-to-date.
》Update all apps from both Playstore and Galaxy store.
》Wipe your cache partition.
》Perform a forced restart. (Press and hold the power button and volume down button together for 10-15 seconds till phone restarts and shows the Samsung logo.)

》If the problem still continues, check wheather it is solved while activating "safe mode". Inform us your results.

Had a similar issue. Clearing the recents list seems to have worked.
