Hi,
Try to install the Samsung Smart switch on the PC and after that try to connect the phone again and check the connection.

How is installing something on a PC will help me gain access to external drive that connects to the phone via the usb-c dongle I have?
Is there a solution for this problem? My workflow was based on the ability to transfer footage from the phone to the external drive.
