Officially. Android 12 is the latest os for note 10 pluse and s10 plus
S 10 lite and Note 10 lite will get it as their last os upgrade

Unofficially. You can always download a customized rom for your phone once the stable version is released. Not the beta ones

Your apps are not mistaken !!

Samsung update policy is related to the releasing date .not the phone requirements

Note 10 plus can fit perfectly fine with android 13 .only released before their 4 os upgrade policy

Who knows maybe they'll change their mind on the upcoming weeks

yeah, my 3 years old note 10 plus works flawless.
it is as smooth and fast as my S22 ultra.
I hope samsung will change their mind and release the android 13 update later for note 10 plus
