Can a wake up alarm be set to start the phone and notofy when the phone is off? I.e. a wake up alarm.

The alarm will still ring but the phone won't turn on if I'm not mistaken. After the alarm is done, it will turn off again

Just checked the alarm again and you're right . It used to work. I guess they've removed that feature from recent updates
