Today I buy new Samsung Galaxy M30s but I found very serious issues with it, there is no secure folder. 

What the hell is this

This is insane samsung please help me

you cannot. because there is no knox security installed with m30s.

try going into your settings and then go inside biometrics and security.
you'll find secure settings option there.

you can, however, lock your apps with s secure app from galaxy store.

and if it's not there, then m30s doesn't support secure folder option

if secure folder app is not pre- installed on ur phn.then u cannot installed frm outside like samsung atock apps available websites and more.if u r trying download and install it will see application is nt installed error.

bro u can give in feedback to customer service regarding this Knox security, bixby and secure folder they may consider it to give in update

secure folder is powered by Knox security, which is sofwarely and hardwarely empowered inside flagship and few devices...it's not possible to get this in your handset...it can't possible with software
