I had the same problem for a long time.. I visited several service centers and they didnt have any clue of the issue.. After so many trial and error I finaply figured out the way..I am pretty sure no one has figured out a permanent solution for this..
This issue always arise after the phone felling down with an impact. What I did was simple. Again I dropped the phone from a small height. A not so soft, not so hard fall.. After the fall, just restart the phone and the issue will be solved. Worked out for me..Just try it. I really know the frustration you feel for this issue. Just give a try.
