click the wifi icon and install it from mobile data not from wifi. it may cost you loss of some mb

without installing you can't able to remove the notification. because that important that can't be neglected

first of all let me ask you this haven't you registered for beta programme?. it's fir sure a bug and please don't worry I haven't seen anyone reporting anything like this means your problems are more specific to your device.
I don't know whether it will work or not
1) get to notification center to disable the notification
2) try to restart the device.
if it's still persists and you need to remove it. please move out of beta update and go back to pie and come back again.
and if you don't want to go back or haven't registered for OneUI I would suggest you to stay till first week of January 2020 to get a stable update.

all apps are installed already and I tried with wifi and mobile data also but something happened when I factory reset I don't know how to remove it
