In practical results exynos 9611 has really poor performance. The main problem is heating. It starts heating after 2 mins of heavy task. That's why the cores downclock to 1.89GHz after 2-3 mins and after 4-5 mins the clock speed goes down to 1.76GHz of the Cortex A73, while the Cortex A53 maintains at 1.74GHz all the time.
Exynos 9611
Dual cluster, octa-core (4x Cortex-A73 @2.3 GHz
4x Cortex-A53 @1.7 GHz)
SD 730g
2x Kryo 470 Gold @2.2 GHz (Cortex-A76)
6x Kryo 470 Silver @1.8 GHz (Cortex-A55)

It does, but not to such an extent that it will throttle due to overheating.
