Delete cache partition means delete all temporary (like computer) files. Same type stored hidden items kills memory. So delete cache is a good idea for smooth functioning of the system.
There is no connection between the two. Also, if you charge upto 100%, there will be no problem because when your phone shows 100%, its technically not 100% as there is a buffer which prevents full charging.
