There is a feature in Samsung to identify the wifi networks you frequently connect to, and automatically turn on wifi when you are in the vicinity of those networks and turn off the wifi elsewhere. Maybe this is what causing the problem. To turn off this feature, go to: Settings >connections>wifi>(3 dots) advanced> toggle "Turn on wifi automatically ".
