Why there is no carrier Aggregation in M 31 which is very disappointing.

Even the budget devices of other brands supports carrier Aggregation under 15k then why does samsung disabled carrier Aggregation on galaxy devices even though the hardware supports it. Why samsung ? The chipset supports it. And what's the point of providing a flagship chip if you cannot use its features.
