Turn it on in the settings of Samsung Pay mini app...if it is helpful click on the right 3 dots..and accept it as a solution

Have you clear the cache also? If still problem exists, then try to uninstall updates of that app through Settings & install updates again. Then try.
Settings > Apps > find the app > 3 dots on upper right corner > uninstall updates. Please try this.

Ok. One last thing you can try this :
Settings > General Management > Reset > Reset All Settings or Factory Reset after backing your data.
