Rcs messages not working

Hi i wanted to add this,does anyone has faced isse with the rcs messaging,because after one ui 3.1 update on my galaxy m51,i have noticed that my send as chat option is not working with other Samsung users,i have tweaked every related settings but this issue is still present,can anyone tell me how do i resolve this issue.

Update-i tried to tweak with some of the settings and it worked.

Update-i rebooted my phone and rcs has stopped working again.
