M51 receiving One UI 3.1 Core in Russia

I thought M51 users will receive the Full version of One Ui 3.1 but thats not the case. For Samsung M series is a budget range smartphone even if there's a mid range processor like SD 730G which is capable of handling full version. I'm starting to hate Samsung cause of this.
