For solving this issue you can try:-
1. Clearing cache and data of camera app and restart device.
2. You can also run your mobile in safemode and can check whether the issue still persist.

it's because you have enabled adaptive brightness..
To solve it off simply turn off adaptive brightness.

yes..I think you are right...it remain low if I turn off adaptive brightness..Still, this isn't something I would want as the brightness increases even when I'm in dark place
