Still i don't got UI 3.1

I don't got update in my samsung m31 phone.Another disgusting problem im faceing flash light not working in any video calling app.It says can't turn on flashlight because the light is being used by another app.

If that app is trying to use front flash then it won't happen as all phones have indisplay front flash nowadays.
