How to turn notification into bubbles

I have a galaxy F41 and yes I have already turned on bubbles in settings but I'm only able to access it if I drag the notification when it pops up on screen but after that I'm unable to turn it into bubble from notification panel.

How to do that?

Go to notification settings of the desired app then click on show as bubbles to all
Currently only messages app and telegram supports it

I have already done that it only show in bubble if I drag pop up down but after that there is no way of turning it into bubble from notification panel

Doesn't show for WhatsApp but gets turned into bubble if I drag pop up down

Whatsaap doesn't support bubbles when it is dragged down it is in pop up view . Buubles and pop up view are different.

If u want to use whatsapp in pop up view u can change buubles to smart pop up view from settings. It supports most of the apps and is better than bubbles
