You can swipe the notification>tap settings icon>tap on the name of the app shown at the top>force stop it.
But do note that, after you restart your phone, the notification will come again and you have to do the same thing again. Unfortunately, there isn't any way to block the notification completely.

Open the samsung service app from application manager and turn off the notification 😊👍

This can only be temporarily blocked by force stopping the Samsung notification service but no permanent solution.
