Settings >Apps >Camera >Storage >Clear Data.

Galaxy MI agree. I had been facing this issue a lot. 1st of the video is just 30fps and not 60fps and then the video stutter just pisses me off. I also use the Samsung m51.
I will have to test whether turning video stabilization off, helps in any way.
Does cleaning data help as mentioned by Samsung @nathanjdias?
