Galaxy M.
It might read how often you use which app, your browser history, your call logs, your location, etc. And based on those data it will determine which advertisment will be appropriate for you and will push advertisement to your device in some places on the app or as Notifications.
.
.
.
I recommend don't do it. But if you want to see ads then you may click on Agree

Galaxy M.
There is this "Customization Service" in almost all Samsung's app. So when when open an app for the first time you should be aware to disable then.
.
And when starting the New Samsung Device also, there comes an option similar to this. You need to be very careful and do not click Next Next and finish setup. It may show ads after few days on the UI (and not on app)

I tell remember taking a full hour to setup my phone

Galaxy Mtap on three dot icon.
choose option deny acess.
and turn off.
this will also save some battery.
and u cant disbale it.
and the ads u r talking of..... dsnt mean that by turning on/off ads wont come. it means that by turning on the ads will be of our interest and nothing else. and by turning of ads will be irrelevant to us...
and nothing else.
