First check weather your device supports camera2api

Using this application

https://play.google.com/store/apps/details?id=com.airbeat.device.inspector

To control shutter speed,aperture/focus and iso your device must supports camera2api level 3

Camera2api limited devices didnt support manual settings(Exynos)

Camera2api full devices sometimes support manual settings(mediatek)

But slow motion video depends on your hardware 👀

And whats your device?

You can try some apps if you want

Open camera
https://play.google.com/store/apps/details?id=net.sourceforge.opencamera

Lightroom Camera
https://play.google.com/store/apps/details?id=com.adobe.lrmobile

Manual Camera

https://play.google.com/store/apps/details?id=com.lensesdev.manual.camera.pro

Also the best

Is Gcam

You can try a Gcam if your chipset/device has camera2api 𝙇𝙚𝙫𝙚𝙡 3 (must)

And 64×(must) chipset too.

Gcam+Snapdragon chipset (the best combination 😌)

And you can use apps like capcut to make slow motion(may be🥲) videos

1) Use ProCam X**
By using this application, you can control your shutter speed, aperture, ISO, and all settings as you like. Also, this app is good at Video recordings. You can shoot cinematics by ProCam X.

2) Use Gcam**
Gcam (Google Camera) also an application for professional photography in android mobiles.
This too can control the all settings of your camera. I'll not recommend Gcam for video recording.

Galaxy M13 have mediatek chipset. It will maybe a bad affect to the best performance from Gcam. Gcam+Snapdragon chipset is the best combination.
Anyway, you can try Gcam on your device. All the best! 😊
