Camera2api limited devices didnt support manual settings(Exynos)
Camera2api full devices sometimes support manual settings(mediatek)

And you can use apps like capcut to make slow motion(may be🥲) videos

Galaxy MBy using this application, you can control your shutter speed, aperture, ISO, and all settings as you like. Also, this app is good at Video recordings. You can shoot cinematics by ProCam X.
2) Use Gcam**
Gcam (Google Camera) also an application for professional photography in android mobiles.
This too can control the all settings of your camera. I'll not recommend Gcam for video recording.

Galaxy MI have an app called cinema fv-5 for control all the settings in manually but not available slow motion

Can i know which device you use then i can recommend any other app like g cam or etc...
