Well... they can't offer every option on a low end phone. If you want more options, buy a better phone.

Why can't you give the app in the galaxy store if you give it to other phones that are at the same price?

They don't. One of my friends have a M22 but don't have secure folder.

Low end phones have one ui core, a separate OS that only has basic features. Atleast try moving up to the 30 series phones to have some decent options.

Not sure about that but my point still stands. M series is a model range specifically made for the Indian subcontinent. The countries in this area has less purchasing power and there are more people who just buy a phone for the sake of having phone, not playing games, video editing and other stuff. So the M series lacks more options than the A series. In return, M series is cheaper than the A series and is repairable at a low cost. Maybe A12 probably has the regular one ui. You should have done little bit of more research before buying that phone.
