Galaxy JI have j7prime too but not facing such problems in j7prime.
Maybe Samsung already concern about this problem & there fixing it, that's why Oreo update takes more times.

Galaxy JTry to reset the network settings:
General Management>Reset>Network Reset
And if the problem is still there, I would recommend you to do a Clear cache in recovery mode. Helps to overcome most of the issues.
