Galaxy J1. Unpair all Bluetooth devices which were connected earlier
Again turn on Bluetooth> Scan> Tap on the Bluetooth device
2. Please follow these instructions here > Settings > Apps > Show System Apps > Bluetooth Share / Bluetooth Test > Storage > Clear cache/data.
3. Reset network settings >Settings>General Management>Reset >Reset network settings)

Galaxy JForget all WIFI devices which were connected earlier.
Again turn on WIFI> Scan> and try to connect.

Galaxy JAs far as I know, they will install an updated os...but if there is hardware issue then it may cost something more...

We apologize for the inconvenience caused to you. To resolve the hotspot issue kindly perform below given step:-
- To configure the hotspot follow the steps:-
Settings>Connections>Mobile hotspot and tethering>Mobile hotspot>More option (three dots)>Configure mobile hotspot>Configure mobile hotspot and tap on save.
After performing above steps If the issue still persist kindly send us the screenshot, videos and error log file with in 15 minutes of issue occurrence through error report section from Samsung Member Application:- Samsung member application > Click on get help > Send feedback > Error report, so that we can help you out to solve the issue.
