Thank you for being with Samsung and sharing your concern. We would like to offer some troubleshooting steps to overcome the issue:
1) Kindly check whether any other application already downloading or not (on one application can be download at a time other will be pending)
2) Navigate into setting>>application>>three dot>>show system application>>google play store>>storage>>clear data
3) Navigate into setting>>application>>three dot>>show system application>>google play store>>Permissions>>make it on
4) Then setting>>application>>three dot>>show system application>>Download manager>>storage>>clear data
5) Also check Download manger is Enable or Disable (If Enable is Shown on Display then we need to click on Enable to enable download manager
6) Re-configure Gmail account and then check the issue
7) Update the device if any available and if the issue persists, take full data back up and reset the device.
