Clear the cache data of your apps. Go to settings>app manager and look for that apps that consumes alot of space, clear their cache not the data.

You can check your phone storage details by going into settings and finding the "Device Care" option. If you find that your phone Storage is full then you would need to delete pictures or videos that you have on your phone to free up storage and also ensuring that recycle bin is also cleaned up. Only after that you would be able to download new wallpapers from Samsung app store.
