check ur msg center number in SMS settings

Message setting> More setting> Text message> message center, this number might be wrong. Check with your provider.

it may be a network issue as well. I used to get similar failed messages on Vodafone India connection

if your recharge plan allows SMS
try clearing message app cache

if message centre is ok
then once go to settings >general Management >reset>reset network >restart your device then try if still issue then contact customer care
