If Galaxy J6 infinity can get dual VoLTE (with exynos 7870) then why Galaxy J7 Duo can't get Dual VoLTE.

Yes, as a responsible brand Samsung has to update it's devices with basic Software Updates.
Samsung can enable Dual VoLTE in many devices as it can be enable through an OTA update.

but , j6 have dual volte; j7 pro didn't have dual volte.

Galaxy J6+ is Powered by Snapdragon 425 (Quad. Core 1.4 GHz)
(No idea about dual VoLTE)
