after 2 times update can anyone if open dialer messages or contacts apps can take time and see icon while opening

yes it takes time and displays the icon. but on second time opening it does not show icon neither took time.

there is a plus + symbol inside a circle on the top. can anyone tell what is this and how can I remove it?

update se pehle v time leta tha khulne me..bas icon show nhi hota tha... update ke baad icon show hota hai.. bas yahi change aaya hai
