Please perform the below mentioned step to resolve the issue:
1. Reset the download manager
Settings > Apps > 3 dot menu button > Show system apps > Download Manager, Check that the app is enabled (we want the option to show as Disable ) > Force Stop.
2. Check available storage space
Settings > Device Maintenance > Storage.
Note: If your device has less than 1GB of storage available, you will need to free up some space.
3. Try restarting your device.
For further assistance, register your concern in Samsung Members Application (Open Samsung Members Application > click on “+“icon > send feedback > error report/ask questions).
