Please perform the below mentioned step to resolve the issue:
1. Reset the download manager
Settings > Apps > 3 dot menu button > Show system apps > Download Manager, Check that the app is enabled (we want the option to show as Disable ) > Force Stop.
2. Check available storage space
Settings > Device Maintenance > Storage. Note: If your device has less than 1GB of storage available, you will need to free up some space.
3. Try restarting your device.
