App not deleted

I have purchase a new samsung mobile and back up app app and data from my previous mobile. One app BANK IFSC wss also installed at that time. I want to delete this app but this app will not be deleted. This app is not in the Play store now. This app was in the right down corner in attchment.Please someone let me know how can i delete this app ?

Go to Settings 》Apps find this app in the list and delete it.

When i delete or uninstall the app it give the message- Package installer keeps stopping
Close App .
It doesnt delete. PLEASE HELP SOMEONE

GO TO SAFE MODE ... HERE IS THE INSTRUCTIONS

Turn the device off.

Press and hold the Power key past the screen with the device name.

When 'SAMSUNG' appears on the screen, release the Power key.

Immediately after releasing the Power key, press and hold the Volume down key.

Continue to hold the Volume down key until the device finishes restarting.

Safe mode will display in the bottom left corner of the screen.

Release the Volume down key when you see 'Safe Mode'.

To came out from Safe mod simply Restart you device

I will try to delete or uninstall it in safe mode but nothing happens. App doesnt deleted. Repeated reply "Package installer keeps stopping-close app''. PLEASE HELP ME.
