the update note 9 ( ONE UI 1.0 )

Why this phone is less update , the note 10 is completely the OS 1.5 also coming in Samsung Galaxy S10 .. 

Why is more time to update?? 

The note 9 is similar the note 10 but the recommendation is not enough
