It's not Samsung. Their phones from around the world are already on the December patch with One UI 5. Blame it on our carriers that delay the process.
Carriers sometimes modify the hardware or software to suit their network and brand. This is especially true for those devices under contract.

Respectfully, that is a very poor attempt at an excuse.
We purchase Samsung phones. The onus is on Samsung to make sure the user experience on their devices is satisfactory.
