By slowing down the shutter speed. Technically, it is called light-painting. If the object is not light, but humans or objects in daylight, then it is called Motion Blur!!

U can take these shots by reducing the shutter speed and ISO. If u don't reduce the ISO then photo will be completely white.
2 ways are there to take these shots
Either u take the shots of the moving light by keeping ur camera at a fixed place or move ur camera while making the lights stagnant.
While taking these shots make sure that ur hands shouldn't shake or fix the camera to a tripod.
