They are actually the same app, but with two separate shortcuts placed in different locations or folders (e.g., one in a home screen folder and one on the app drawer).

The blue icon badge is called Secure Folder badge. It indicates that the “My Files” shortcut is inside Samsung's Secure Folder — a secure, sandboxed environment for apps and files.
