Yes, but in order to do that, you need to decrease the performance in order to prevent or reduce heating.

CPU throttling is commonly used to automatically slow down the system when possible to use less energy and conserve battery. On android devices u have a dedicated App called CPU throttling test that let's you CPU performance overtime and how it manages cooling. Thx dear.
