Is there any way to lock status bar so that no one can turn on my mobile data without unlocking the mobile

I do it but despite that mobile data can be turn on without unlocking the mobile.
Can u guide me step by step please

Go to settings
Open lock screen
Go to secure lock settings
Enter ur ph lock no or pattern
On Lock Network and security
So that u can lock ur mobile data turn on or off while ph lock. It's needs ur PIN or pattern

Yes that's to turn off the mobile data. But to prevent turn on . So no one turn on my mobile data without unlocking it
