F23 seems value for money.
Both are similar. But it depends on the price of M33 after it launches.

Totally depend on your priority. In my opinion f23 is better because of snapdragon processor also it looks mush better than m33 ( I didn't like square shape camera module in m33).

But if you're priority is big battery than m33 is a better option.
